I am going to retire in 2010 but KVS has not given selection scale or 2nd ACP to me

I feel my pay has not been fixed properly in the new pay scales.Iam serving as drawing teacher in the pay scale RS.6500-10500.On september 2009,my basic pay was 9500 +DP.I have received only senior scale and selection scale is not yet given to me.Iam to retire in 2010.My joining in KVS is 22ND SEPTEMBER 1983.IWOULD BE OBLIGED IF YOU CAN HELP AND SUGGEST ME SOME WAY.
