We know the problem as it persists from last one month.
The files are not properly uploaded and the problem will be sorted out soon.
You may download these circulars from other pages of the site also.
Click 'links' then 'yahoogroups',then log in with you Yahoo id to join deltaorg. After allowed to join,go to 'files' section of deltaorg.You will get many important circulars for your convenience. You may write us to send any particular circular also.
